Criminal Sentence 368: Don't Waiver

From a book I finished recently:

"He continued to waiver."

To noun or not to noun. No, don't noun.

A "waiver" (noun) is something you sign to relinquish your right.
To "waver" (verb) means to show doubt, among other things.
