Shouldn't it read "that of Dresden's?" The statement is comparing the extent of death and destruction to the city Dresden proper and not to the war-time effects themselves.

Hi. I should have said that this sentence described another German city, so it was comparing the extent of death and destruction in both places. So, here is a better rewrite:
The extent of death and destruction in Hamburg exceeded that in Dresden.
